CONSULAR ATTRIBUTIONS RESPECTING THE NATIONAL MERCHANT NAVY
The Consular Officers shall provide protection and support to Chilean merchant vessels, watching over they are granted the guaranties recognized by the international law and the exemptions corresponding by agreements, laws or practices in force. Similarly, they shall watch over the enforcement of regulations in force relative to Chilean vessels, their crew and passengers.
Among the functions and competences of our Consular Agents are, among others, shipping and disembark agreements, and the termination of the shipping of seamen agreement, where Consular officers act as Certifying Officers.
In the preceding cases, our Consular Representations communicate the abovementioned situation to the General Direction of Maritime Territory and Merchant Navy (DIRECTEMAR, for its acronym in Spanish) procedures done through the channel of this Ministry of Foreign Affairs. The same happens in the case of concession or renewal of boarding book to the national merchant seamen.
In the case of a ship built or acquired overseas, to be registered in the Merchant Navy, the owner shall submit the documents accrediting ownership to the Chilean Consular Officer who certifies the mentioned condition.
The Consular Officers will be able to issue a Ship’s passport which is a , provisory safe-conduct granted to those vessels and that authorizes the vessel to sail carrying a Chilean flag, for the purpose of going from the building or purchase harbor to some harbor of the Republic, for its subsequent registration in some of the national harbors. The Ship’s passport is issued with the prior consent of the General Direction of Maritime Territory and Merchant Navy (DIRECTEMAR) through this State Secretariat.
